Artist Rights & Music Industry Reform

Protecting creators in every format — digital, terrestrial, and satellite — with fair pay, transparency, and control over their work.

Mandates that digital streaming platforms (DSPs) pay artists a standardized per-stream rate. Removes NDAs that silence artist payouts and forces platforms to disclose exact play counts and pay breakdowns per artist.

Requires that any venue receiving federal tax incentives or holding more than 3,000 seats must guarantee minimum pay to performing artists based on ticket revenue. Empowers working musicians and supports fair touring practices.

Proposes federal antitrust action to dissolve the Ticketmaster-Live Nation monopoly. Aims to restore ticketing transparency, artist control, and fan affordability.

Requires all AM/FM/satellite stations to report song usage to all PROs and SoundExchange. Establishes a required minimum payout tier based on market size. Creates legal consequences for failing to report or underpaying artist royalties.

Any broadcast, podcast, or radio station that uses music for promotional purposes (e.g. ads, intro/outro, teasers) must pay for a sync license or be penalized. Closes a major loophole in music usage that bypasses fair artist compensation.
